Rule on rugby style punts?

What is the rule regarding when the lineman can release and go down field? I know during a conventional punt, that the lineman have to wait until the ball is punted, is it the same with the rugby style? Also, once the punter makes a move to either side, anything giving the perception he is running the ball, is he fair game to be hit without penalty? Thanks! Go Tigers!!

1. A player has protection as a kicker if the following criteria are met by the following rule (9.1.3):
Roughing or Running Into Kicker or Holder
ARTICLE 3. a. When it is obvious that a scrimmage kick will be made, no
opponent shall run into or rough the kicker or the holder of a place kick
(A.R. 5-2-2-I and A.R. 9-1-3-I, III and VI)
To qualify as a scrimmage kick, the team has to be in a scrimmage kick formation, which is found in 2.15.10
Scrimmage Kick Formation
ARTICLE 10. A scrimmage kick formation is a formation with at least one
player seven yards or more behind the neutral zone, no player in position
to receive a hand-to-hand snap from between the snapper’s legs, and it is
obvious that a kick may be attempted (A.R. 1-4-2-I and A.R. 9-1-2-XXIIXXIV).
If the formation doesn't qualify, then the punter isn't necessarily protected. That being said, if he is lined up in a scrimmage kick formation and chooses to use the rugby punt, then he is protected.
2. A scrimmage kick (punt) can't be made beyond the neutral zone, according to 6.3.10.c:
c. A scrimmage kick beyond the neutral zone is a live-ball foul that causes the ball to become dead.
PENALTY—For an illegal kick beyond the neutral zone (live-ball foul):
Five yards from the previous spot and loss of down [S31
& S9]
I don't see anything though about when the linemen can release...

but my perception is once he runs he loses rule protection. however given the wussifactaion of football I doubt it would not be called 15 yards.
these refs seem to think all defenders can hit a guy where ever they like and don take into account the O guy faking, falling, and altering his position when the tackl was lauched.
I can see a punter running then kicking at the last second to dray wa flag like O guys now play chicken on the sideline to make defenders launch and then get 15 yards when the step ob at the last millisecond

and you shouldn't have to wait until the punter is outside of the tackle box.
If he gives any indication that he might run or fake the punt, he should be fair game.

You are right! And why is someone TD'ing me on this? I'm not a ref, I was just trying to look up relevant rules online...
Rugby-Style Kicker (Rule 9-1-4-a-5) The recent trend toward punters using a rugby-style kick has created a competitive disadvantage favoring the punting team. Because the player runs for several yards before kicking the ball, his teammates have more time to move downfield for coverage. Furthermore, there has been officiating inconsistency regarding whether such a rugby-style kicker has the same protection afforded a “normal” punter. Under the new rules, if a potential kicker carries the ball outside the tackle box (defined as extending five yards on each side of the snapper) before kicking the ball, there will be no foul for running-into or roughing if he is blocked or tackled by an opponent. The kicker remains protected, as always, from unnecessary roughness fouls.
This was a recent (2009) update to the NCAA rules...

u can hit the punter all day as long as he has the ball. But illegal man down field should still be in play because the kicking team has an unfair advantage, which i haven't seen it called yet. Any punt lineman should not be able to release until the ball is kicked
