For several reasons. To ask forgiveness for sins. To ask for his blessings and divine guidance for others and yourself. To establish a relationship with Him - which is the only way to heaven. And most importantly, because the Bible says to pray without ceasing. 1 Thess. 5:17.

I don't claim to understand it. I am merely human. I just trust in His word and live my life as the best Christian I can be. "For my thoughts are not your thoughts, neither are your ways my ways, saith the Lord. For as the heavens are higher than the earth, so are my ways higher than your ways, and my thoughts than your thoughts." Isaish 55: 8-9. You can ask Him yourself - if you go to heaven.

If there is a god, he has the power to stop these things but chooses not to. That is not debatable.
We could debate the reasons he may allow this, but like the original question asked, why pray to the one that allowed it to happen?
