of Clemson football. The NCAA also made a ruling for the 2019 season as follows.
Oklahoma or Tiger Drill: While the drill was a way to prepare players to play football, risks regarding injuries got it banned in 2019. Since 2019, the NFL no longer allows this drill to occur in practice, and more and more college and high school teams are phasing this drill out of their practices.
While I know that this is not the reason for the collapse of Tiger Football, I do believe it has contributed to some of the softness of the offensive and defensive lines.

But of course, not recruiting sufficient numbers at O Line, failure to utilize the portal, some recruiting "misses", and questionable hires have nothing to do with it.

I agree with you that Clemson’s OL room has been too small for years. Many teams target the OL unit to be 15 scholarship players.
If I remember this correctly, our OL room has 12 true scholarship players, and then ~ 2 or so additional scholarships are given to the best of the walk-ones to encourage more walk-on OL players to come to Clemson.
This strategy has proven to be successful for WRs (we all talk about H.Renfrow) and QBs (Stetson Bennett was originally a walk-on at UGA before transferring out to a JUCO, and subsequently transferring back to UGA). We have also seen this work at Clemson in a way of speaking with other positions such as PK (Catanzaro), Safety (Tyler Venables), and LB (Jake Venables).
For OL and DL, though, success is very rare. Philip Price (walk on TE who grew into a OT and played well as a starting Left Tackle during our 5 game losing streak to Steve Spurrier’s Gamecocks) is the only truly successful example of Dabo’s walk-on strategy working out for a high quality lineman.
I am purposely excluding a very recent such example because that player is just too small to be effective against a top tier opponent.
Portal utilization, in order to be successful, requires use of ‘back channel’ communications with someone that has no formal connection to either the football staff or to IPTAY who will, in effect, tamper with target players who have not entered the portal but who are suspected of being disgruntled with their current team. The FB programs who are not averse to tampering-related compliance risks will have a huge head start on other FB programs when the player in question enters the portal.
Mack Brown’s comments strongly imply that this is how the successful ‘Portal Masters’ get the portal players that they want.
TN is exhibit A. TN hasn’t been relevant in CFB since they ran off Phillip Fulmer. There is no ‘fundamental allure’ for TN (whereas places such as Bama, FL, UGA, OH State, N.Dame, and TX do not have to be as risky as TN when fishing in the portal ).
Summary is that use of the portal is not as simple as a ‘go get someone from the portal’ strategy.
Unless Clemson fans are not afraid of cheating again as we did way back in the Charley Pell days.

we could, in theory, go 2-10 and accomplish 60% of those goals.
Now that divisions are gone in the ACC the "team goals" need to be upgraded and reworded.

anyone else in the post season. Georgia (SECCG) and Oklahoma (semi) were huge blowouts. Our game was 28-25 and us with the ball in the 3rd qtr. I certainly don't consider the decline to start there. MAybe 2020, but more like 2021 from the beginning of the season it was evident that we were not all that.

2019:
Jeff Scott leaves for USF. Elliot takes over, sh*ts the bed against LSU, gave up a 17-7 lead in the first quarter....2020 involved an @ss beating by OSU. 2021 was just painful to watch. 2022 we lost to every P5 team NOT in the ACC.
Robbie Caldwell is exposed for developing sh*tty O-lines that have been hidden behind superior talent for years. (that Bockhorst pansy was the first one to overtly expose it).
We recruit DJU....who is absolute trash....and who Sweeney OBVIOUSLY has no backup plan for.....or we just suck at developing QB's.
Replacing Jeff Scott with some no-name former wide-out from the team hurt...Bad.
Giving RB coaching/recruiting responsibilities to a guy that's never coached.
Hiring on several nobody's that Sweeney personally knows but have limited experience.
Giving DC coaching responsibilities to some backup......took our pre-season defense from top 5 to the Pasteur.

100% correct. Streeter and Grisham have failed to develop QB's or WR's while at Clemson. None of those groups have gotten better in the last 2 years.
