Who decides what was true and what was not? There are

some obvious examples to be sure, but when reporting politics most of it is not. Dont get sucked into that. The arbiters of 'truth' are as tainted as the reporters.

The arbiters of 'truth' are as tainted as the reporters.
No they're not. Take a look at the site. For instance: http://www.politifact.com/punditfact/tv/cnn/
They take unsubstantiated allegations made by pundits (unsubstantiated because the pundits just say things, without showing why they're true), and they show you, the reader, whether they're true or false, by referencing facts related to the statement.
There is absolutely a difference between the analyses on a site like Politifact and a pundit who spouts off without supporting his or her claim.
In answer to your question "Who decides what was true and what was not?" the answer is you do. I do. Each of us does. We can either believe whatever we like (and often be wrong), or we can read critically and make an informed decision (and have a better chance of being right). Politifact is a helpful tool for doing so.
It doesn't mean a site like Politifact can never be wrong; of course they can! But you and I can critically read their detailed explanations and come to a pretty confident conclusion about that.

I couldnt have said it better. When we believe a third party

when they say X news service was 50% factual and that Y service was was 40% factual we are turning our reasoning over to people even more biased than us.
And as for the BBC sanctimoniously saying, "We are going to just report facts from now on", thats about as dangerous a claim as we have hears in a while, to the extent people buy that line. Might as well just ask them what our oponions should be.

But we can READ the third party saying X news service was 50% factual and see if we agree with their reasoning. We don't "turn our reasoning over" to them. We consider their reports better or worse based on what they actually provide. And politifact actually does a decent job. Did you read it and determine otherwise?
The BBC is being sanctimonious for teaching its employees how to distinguish between good and bad science? You seem to be dismissing out of hand the possibility that journalists can be better or worse and investigating scientific claims.

We the citizens decide what is true. If you need someone to decide for you, then you need to do some research on the subject.

CNN spent 6 months on a missing plane, so it is hard to catch them lying much these days.

If this is the survey I think it is, most of the Fox 'lies' are regarding global warming which the study deems fact.

I like how the first site linked an external study and warned against drawing broad conclusions, and the one you linked jumped straight to being biased offering only opinions.

JYT isn't interested in reality. I must've really pi$$ed him off with something I said, because he has me on his Ignore list now.
I wonder what he would have said if you had posted the actual report, which is here (and not on addictinginfo.org): http://www.politifact.com/punditfact/article/2014/jul/01/introducing-scorecards-tv-networks/
I guess he'd say that's biased too. What's nice is that you can always call something biased, and avoid learning from it altogether. And if anyone shows you something you don't like, just block their posts. Much easier than letting someone challenge your beliefs.
