Now what authority does the NFL have to investigate prank phone calls?

We've had prank calls as long as we've had phones. My goodness, someone called Ms. The Mole a few weeks ago claiming to be from the Pickens County Sheriff's Office and told her she had missed a Jury Summons. And she was going to have to post a $10k CASH bond over the phone or be arrested. Nobody is investigating that.

They want to see how that person got the number and then they can deal with an NFL executive who has ato fault if that is the issue.

No. It's big common for the numbers of the athletes in the draft to have their personal numbers leaked. It's extremely rare.

Apparently this wasn’t his personal number, it was a new number specifically for the draft. Looks like the falcons DC’s son is behind it.

If someone affiliated with an NFL team did it they have unquestioned authority. Try prank calling other people at work and see what happens when they complain to HR.

This only happening because it is Deion's son. Don't know why the NFL is getting involved at all. If it was your son or mine, it would not be happeneing.
