No one with the ability to enforce NCAA rules on tampering cares. They know it happens, but they haven’t done anything even when it is evident that something shady happened.

I don’t think there is anyone that is even considering thinking about enforcing a tampering rule.
When someone does finally get around to it, 10-20 years from now, it will be someone like University of Southern Mississippi and they’ll get hammered for stealing player from Ol’ Miss.
It’s not that the NCAA is lazy and incompetent. It’s that the NCAA is lazy and incompetent and cowards.

There is very little consequences for cheating in college athletics because the NCAA is spineless and driven by ESPN.
