Some of those schools are ranked higher because not only do they put a lot of money in football, but basketball too. Louisville comes into mind.

Athletics are a huge draw for applications and attendance for colleges and universities but are not money makers. Costs, especially salary and benefits, are so high that not all schools can afford all the sports they have had. Unfortunately we have seen schools cut down on their number of sports and teams and more will come.
