seems like a step in the right direction.
Their bill would require collectives and boosters to be affiliated with a college or school, prohibit inducements and ban certain NIL agreements, such as those that involve alcohol, drugs, or conflict with existing school and conference licenses.
The PASS Act would also grant the NCAA oversight and investigative authority over NIL activities. Violations would be reported to the Federal Trade Commission.
The bill also makes changes to the transfer portal, requiring that student athletes complete their first three years of academic eligibility before allowing them to transfer without penalty, with very few exceptions.
Seems like a good first step but I'm not sure it goes far enough.

I will guess this bill makes too much sense so it will not receive any support for the side who supports actions without consequences.

I like the part about no transfers until after 3 full years at the same college. That by itself would solve a lot of the problems we see today.
We'll see if Neon Deion at Colorado can build a team with limited portal.

Well, reporting to the FTC may end up doing something. Even before the wild west (NIL and Free transfer portal), the only consequences for a violation to the booster/doner was to ban him from the universities. No real punishment. So maybe an FTC violation will keep the bag men away a little more than even before.

I don't agree. The players can still make money from NIL... they just have to do it within the rules. The SCOTUS will not have problem with that.

The previous NIL case was in regards to previous NCAA restrictions, not any congressional laws.

The only chance we're gonna be able to get anything passed is to start small; keep it simple stupid. Address the transfer portal and illegal activities by collectives first, and put the rest on the back burner. I like what they're proposing on those fronts but the restrictions on what products can be advertised and what legislation states can pass may become sticking points. Of course we all know someone is gonna add some pet issue to the bill and sink it in congress.

Tommy Tuberville and his crappy politics are going to put the US in an extremely vulnerable.
By the end of the summer he will have the opportunity to block 600 promotions in the US military. Many of which are in extremely critical positions.
He is bad football coach who has no qualifications for the position he is in and is a detriment to every American. Left, right, or center.
