Seriously, here's the short story
A while back when people would post a "woe-is-me-our-team-sucks" quote it would be responded to with a quote from Animal House. "Was it over when the Germans bombed Pearl Harbor". Invariably someone would correct (incorrectly) the quote and say something to the effect of "The Germans didn't bomb Pearl Harbor". Soon it came to mean a post that was late, redundant, outdated, or generally not first. IN the beginning it was reserved for the biggest subjects that came up every week or so (Ring Tones, ZImmerman, etc). It got shortened to "Germans", and means the post is late, redundant, unapproved, or old news.
