watching news channel and they're saying certain states have been called with a winner but also says like "IN:16%"
Am I missing something? how are they calling states if that low of a percentage of votes are in?

I understand that, but when they say, on election night, that a state has been called for one candidate over the other that makes it sound official.

Looks like Biden will win in a squeaker. Trump will say he was ripped off. Biden will end up as president. Trump will create chaos until the day he dies. The next 4 years will be a mess.
