If they had focused on the industries that were most affected and on shoring up unemployment they could have spent half as much but helped those that needed it twice as much as they did.

the purpose of the money.

If it is stimulus, then sending to everyone makes a bit more sense.

If it is relief, then sending to those in need makes a lot more sense. I suspect the issue is how to quickly determine how is actually in need. That wouldn't be simple and, in the end, it might more sense to send to everyone to hit both the stimulus and relief aspects.

I imagine it isn't such an easy issue when looking at actually implementing needs-based direction.

I think they are doing both unemployment relief and stimulus payments.

I would argue that $900B is not enough. Every dollar we invest in the economy now will save us $2 in a more rapid economic recovery in 2021 and beyond. The weak recovery after 2007 should have taught us this lesson.

helping individuals, it's about helping the economy, by having people go on spending sprees. In practice, I'm not sure it's the right thing to do.
