we have given the refs (on the field and in the booth) the obligation to call targeting fouls. This encourages safety and protects both parties.

If the MLB wants to protect catchers and players, they will do the same -- call the player safe and award him home plate. The alternative is that Swanson plows that catcher into oblivion either as he is catching the ball or just after.

Traditionally the catcher has the 'right of way', but this has led to horrendous collisions and the rule was changed to prevent them. If they won't use the new rule then let's blast 'em.
