think. Seems to happen for two reasons: it is as this deal is, a duplex or other rental, and the tenants don't give a shoot, or the sellers have gotten in financial difficulty, they need to sell quickly, and they've gotten fed up with the bank hassles. There is no way to know the latter, is just a guess from the situation, price, condition, etc.
