I think it should be unconstitutional that one executive order cannot stop a prior one. That’s absurd.

Not sure which way you mean that, but executive orders can reverse prior ones. It's not unconstitutional. Trump's can reverse Obama's, Biden's can reverse Trump's (and Obama's, etc.).

I agree that Congress should delegate its power as little as possible. It has been a problem since the modern administrative state was created by FDR.
I disagree that the Executive Branch is mostly about signing legislation, but maybe you didn't mean that literally.

Perhaps you are right, but Congress has been pretty obstructionist for a decade or more. I think some of the responsibility lies with them.
