It's called a Hard Cap which the NBA doesn't have and MLB doesn't have a cap period but parity exists in baseball for the initiated small market teams due to the hit or miss randomness of the game and haphazard antiquated methods of officiating

3 SB rings with JJ at the helm and Switzer as stand-in for 3rd ring, there was no cap. Jones took full advantage and stacked the line up 2 deep with solid starter/ former pro bowlers at every position, as did SF and earlier with the 4x SB champion Steelers. All of which make what TB12 and Belichick accomplished {6 SB rings}, despite the existence of a hard cap & free agency, far more impressive than the success of those 3 previously mentioned teams combined.

Premier League has no caps. Probably only 5 teams that could legitimately win the league. Most are just easy wins for those top 5.

At Oregon does everyone have a deal with Nike? Seems like a lot of NIL’s. I couldn’t name 2 players on that team. Seems with all the NIL money spent on OSU and Oregon most would hear or know about more of their players.
