In the 8th, Bisetta attempts to steal second and will be easily caught except the 2nd baseman drops the ball, so they rule it a steal. Why is this not an error on the 2nd baseman? I don't pretend to understand the myriad of baseball rules, but in any other play, if the defender fails to do his job, its an error.

There is a rule in the scorer's guide that says no error is given on either a wild throw or a failure to field a good throw unless it leads to ANOTHER base being gained. At least that's how it was describe during a MLB game a few years ago (if I recall correctly).
