Should the ACC require schools to spend a minimum on football, basketball?

Today I learned that the new Pac-12 and the Mountain West Conference both have minimum spending commitments for football and basketball, the "money sports". No other conference has such a minimum, but do you think the ACC should have one?

all the better. Without question, I would strongly encourage all ACC schools to spend the least amount possible on their respective football programs. Of course, we should spend every dime on football as it alone has the potential for a significant ROI and more importantly we are not in a position of strength revenue wise vs any schools from either the SEC or B10, any, not 1...meaning we must squeeze every dollar and not pi$$ it away on window dressing for non-revenue promotions or new basketballs for CBB.

If we are in a conference that has to be told what they must spend on football and basketball we are in worse shape than I already know we are in. Sad conferences would have to even mention it. In my opinion there are a few ACC schools that should be basketball only. Do not invest the dollars it now takes to even be an average team most years. This conference does not need to tell anyone anything. Everything they do is a cluster. All sports minus soccer and baseball?? are in decline. Basketball is a shell of what it once was and football, well everyone reading this knows the truth regarding it.
