Questions about 105 roster size.

I've surfed the net and read several articles. Here is the gist of what I've found.

1. NCAA presidents and conference commissioners have decided that due to the lawsuits against NCAA and the pending settlement they will increase the number of scholarships each team can give.
2. But, they will also decrease the roster size, making it the same as the number of scholarships allowed.

From here on out, I'll just talk about football, but I've read articles with comments from baseball, basketball and soccer coaches expressing the same concern.

Rosters are set at 105. That is a hard cap. That means only 105 players can practice. The average FBS college roster is 121, according to one article I read. So schools will lose guys who can suit up and practice every day.

What I'm not clear on is whether or not all 105 have to be on scholarship. I thought they did. But, one conference - either B1G or SEC - has said they will still cap ships at 85. Does that mean they can still have 20 walk-ons? Or does it mean they will only have 85 on their roster?

There are a lot of other questions. But, here is my big one:

How are teams going to get 105 guys on ship? I see only 2 ways.
A. Give 20 walk-ons a scholarship.
B. Sine 20 more guys from the portal.
(You could do a combination of both.)

So, what's gonna happen? Where am I mistaken about the rules?

But, that is still unclear.

Can you sign 105 to ships now? Or do you have to waith until July 1 to do so?

I have no idea.

But the SEC can have another 20 walk-ons on top of that or players getting enough NIL that they pay their own way. Bottomline every D1 roster will not go over 105 which will hurt P4 practice squads as Dabo carried like 134 this year. Bama usually had 140+.

won't just be the SEC using NIL to pay tuition and avoid scholarships. Curious as to where the other power 4 conferences will fall on the issue of number of actual scholarships

Here's a question to ponder. If power 4 schools go to 105 Scholarships, that means group of 5 schools have less leftovers. What does that do to the quality of play for them and lower league schools? I just think the trickle down effect will be more than people think.
