The Congressional hearings have basically acknowledged they are a real thing but they have been very careful not to call them extraterrestrial. So basically from another dimension (they've suggested this) or from somewhere here on the planet.

and is a 'line of business' for many, so you have to consider that from the detractor side.
If any of them are not man-made or of earthly origin, I'd say the chances are higher there is some time/dimension phenomenon happening, as opposed to the traditional view of aliens commuting across the galaxy to find us.
