Fake/scam parking ticket?

I had to go into downtown Charleston yesterday afternoon for a funeral. Parking, as always, was scarce, and I didn't feel good about my truck fitting into the nearby parking garage. I spotted a private lot that listed "No Parking" only on Monday-Friday. I saw a few others who were attending the funeral parking there. Didn't seem like a big deal.
After that and a couple of beers at a nearby bar, I returned to my truck to see a parking notice taped to my driver window. I thought that was amusing that CPD was writing tickets this time of day for private lots, but when I opened it, the $50 ticket didn't look like it came from City of Charleston. It kept listing "CPM" on it but didn't say what the agency was. In other words, they tried to make it look like an official ticket but there was no sign it came from law enforcement. But they even tried to list an "officer" who wrote the ticket.
So I went to their listed appeals website to see what it was. Here's the site:

Coastal Parking Management. A private company. And to appeal, they want all my personal info.
So that's how they find out who you actually are because they can't look you up as a private company based on your license plate.
I searched them online and they have lots of terrible reviews; they appear to be nothing more than a private company trying to trick you into paying fines. I sent em a nastygram with fake information on the appeals form, and they ain't seein' a dime of my money (even though they claim they'll keep raising the fine).
Y'all ever encountered companies like this? Is it a full blown scam or just someone hoping you're dumb enough to think they have authority to fine you?
I don't go downtown too often nor park in private lots. I just made an exception here due to the circumstances. So I'm not worried about running into them again.

In TN speed cameras are not legal. They can be issued, but they cannot count against your license, affect your insurance, or negatively impact you if not paid.
So there’s one podunk town northeast of Chattanooga that my wife drives thru for work, and she gets cheesy 33 in a 30 camera tickets from them like it’s her job.
You can ignore them and they can’t do shid but they still turn them over to collections agencies who try about 12-15 times to collect on them before giving up. Felt a little weird crumpling them up at first but now they’re just annoying.

If it were the cops, they could have put all my info on the ticket. All these guys now have is my license plate number.
I think the appeals form is the trick. They ask for all your info (name, address, phone, email, etc.) when you file an appeal. That means you don't want to pay the ticket, and this is how they're going to turn your info over to a credit agency.
I don't THINK (but not sure) these clowns or a credit agency could get my information simply from my license plate. Clearly this isn't an agency working in conjunction with law enforcement.

I got a redlight ticket from a company called Safelight in Wilmington, NC

a few years ago. I looked them up and these are sanctioned by the city, but not enforceable at all. However, they did continue sending me tickets and angry letters for a few months. Never paid, nothing happened. This is probably something similar.
