Don't penalize a university for paying a player. Penalize a university for signing a player who does not graduate. Recruit whomever you want. Pay him whatever you want. But if he doesn't graduate....

35 years ago I was a volunteer assistant basketball coach at the JUCO I taught at. I followed college hoops very closely. I actually knew far more about the hoops coaching carousel than I did about the football coaching carousel. I could have given you my top 3 names, in order, and given you a reason for each.
Now, I'm clueless. I haven't watched 2 hours of college hoops all year. Haven't watched 30 minutes of FSU hoops. I have seen 4 names being thrown out. All of them are candidates who have ties to FSU (former players who are now coaching). I have no idea how to rank them or even know if there is anybody more likely.

Screw Pay to Play players. Standardized payments where all RBs get $90k, QBs get $120k, DEs get $100k, or all players just gey $80k, then let's get this stuff standardized but buying players with no regulations has to stop! You can give it tiers based on if Fresh, Soph, JR, etc, but having zero regulations just means you can pay to play all players. As a fan, I have zero interest as I didnt watch the Ncaa Championship and haven't watched an entire NFL game since TLaw rookie year, whenever that was?
I dont care who pays what if its this way. I didnt go to a football game this year and recorded zero because its not like it used to be.

I think you're looking for answers to a problem that doesn't want to be solved. I agree that the definition of "signing" needs to be refined. Included in that contractual arrangement would be compensation, trade (commonly referred to as transfer) and academics.
The "problem" is that the current rules favor the strong. As it sometimes does when money is involved.
Just like the playoff system and the basketball tournament. There's nothing wrong with a system when your conference and/or team is benefitting from it. Try talking about the rankings/CFP/NCAAT/transfer portal/NIL with someone from the SEC or B1G and count how many times they say "it's fair".
