I don’t believe so it seems it’s more of a timing issue. Remember this is a All Star game not a lot of time to rep with Receivers. The biggest point is he identified the open WR which is what we were lacking this year.

If you are talking about the one long pass play to a wide open receiver… yeah it was under thrown. A better pass and that would have been a TD. But as someone else said… it is probably more of an indication of just not enough work with the receiver. With enough practice together you get your timing worked out and you know your guy has the speed to run under it.

Not at all! It's a sign of not using his legs and hips better to generate more power on his throws. His ability to flick the ball out on the edge and with different arm angles (a la Patrick Mahomes)and hit targets downfield on the run at this stage of his career is everything we need to know. He just need to develop physically. With his skills, accuracy and mobility, he's going to be an absolutely monster!

Way too many things for reasons of an underthrow, some are for good reasons. Velocity is different and may take some adjustments by the coaches. All in all, great performance by Cade.

Arm strength is a minor part.

However the engine driving the velocity on a thrown ball is the hip rotation powered by the legs. The trunk rotation becomes the second engine to add velocity to a pass or pitch.
Some things which cause an underthrow are step to throw being short which with everything else equal will cause the ball to be aimed low requiring upperbody and/or arm adjustment to maintain accuracy. That's very difficult and something baseball pitchers never practice because their goal is to never make that mistake.
A QB will try to adjust to a a short stride if someone is in the way or there's not enough time to properly deliver the ball. Looking at film will reveal the source of the problem.
As before, arm strength isn't that important until a QB throws without a step, short step or a leg injury on the stride leg which inhibits a full thrust to the hip to start upper body rotation.
Imo, the best way to train a kid to throw hard is to place a target or someone to throw with so far away he can not air the ball to them. This also helps youth baseball players to aim for the ground in front o the target to teach them not to over throw bases and cutoff men in the field.

But to answer your question, not always. In an all-star game you’re not in synch with your receivers or the offense. Cade has good enough arm strength and amazing accuracy and moxie. Very similar to Joe Burrow.
