They should add 5 seconds to the shot clock and start it on the whistle. It would give refs a reference point and reward teams if they inbound quickly.

No way.

So you get down to 2 seconds on the shot clock, the ball goes OB, and you get 7 seconds now? Should not reward the offense in that situation.
