Short answer: Cal + Stanford = Prestigious Academic institutions. Wazzou + Oregon State...not on the same level and aren't in big TV markets.
Long answer: more teams = more money to go around and since the ACC isn't really in a spot to charge more or negotiate it means they probably don't have a real plan of how to make more money with more teams yet.

Cal/Stanford are 2 of best in those (while the sports that have been driving everything haven't been great for them 2, they're 2 of best in Olympic sports & produce a tremendous share of Team USA every 4 years).
Oregon State would've been great add for baseball, Wazzu had fielded some decent teams across some sports prior to P12 implosion. Plus they would've aided in schedule/travel by cutting out some cross-country travels. Also could've helped get ACCN into Seattle & Portland tv markets. But guess there was some insanity that even the ACC said "too much"

I'll bet the ACC could have landed WSU and OSU for less than half a share each considering what they are making now as basically Mountain West schools and would have made better partners with StanCal to cut down some on their cross country travel.

however adding too many teams makes revenue shares smaller the more you add. Remember, SMU was only allowed after they agreed to no revenue for a set amount of years.

Stanford, Cal, Oregon and Washington as a quartet but Washington wouldn’t take their call. The others did, but with Washington stalling it it went nowhere. So OSU and WSU were never on the radar.
