Once the season is over, they bring in new players due to an increase in maximum players. They try to do this quickly to lock in the players until they are sufficiently analyzed by their coaches in the system they want to run. So, yes, to prevent other teams from getting them.

I know very little about pros, just the Clemson players in the pros! So don't listen to me on this!
