So our wonderful state legislators, once again passed a budget without reading what was in it. Well one of the provisions in it is the banning of cellphones in schools.
Sounds great right? Less distractions etc.
Except they didn't realize their own wording. Students are not allowed to have cellphones AT ALL during the school day.
It didn't say no cellphones during instruction times. None period or the state will take away state money (millions).
Well educators, parents, etc have really let the legislators have it for the past couple of months.
Now they are pre-filling amendments to change the wording to "during instructional time"
When I reached out to my representative, he had no idea what I was talking about

Nobody NEEDS a cell phone. Nice to have, make life convenient? sure.
Can you live with out it? Oh yes..definitely. Personally I think life was better without them, but that's my old curmudgeon opinion.

First, and of course this doesn't apply to elementary and middle school, but high school students need to comnmunicate with parents and jobs about changes in schedules. Also, those that drive to school, if there is an accident on the way, they need to contact mom. I've seen some schools allow students access during lunch (non-instructional time) which is a decent policy I think.
Second, for a republican state who likes small government, a blanket mandate state wide with the threat of pulling funding doesn't seem "small government"

Where phones were banned throughout the day. Oddly enough they didn’t die and got a great education. What’s the complaint? That normal socializing between classes and actual conversation could prove harmful?

The SC state legislature is nearly entirely populated by lawyers. And when they're not lawyering (which is their bread and butter), they're legislating, making the laws. Now, if your career is the practice of law, AND you get the honor of crafting laws, do you THINK you're going to draw up a clearly-worded, detailed law, or are you going to leave things open-ended for future interpretations?
Obviously, the more vague you can write a law, the more lawyering it will take to figure it out. The more lawyering happens, the more billing happens, the more secure their jobs are when NOT serving in the legislature.

Caning. Make the law read that armed, jackbooted thugs would physically restrain a student caught using their phone at an assembly in the gym in front of the entire student body, this would be a non-issue in less than a week.

Also, apparently, parents in many districts are being told to email students at their school accounts if they need to reach them during the day...
...giving districts access to all communications between parents and their kids.
Seems a little problematic.

Most kids don't want to talk to their parents, do they? Or all of them best friends now?
I've got some friends that their kids are like their hang out buddies. The kids are in their 20's but its been like that since they were in their teens. If you invite the parents out for a beer or to go to dinner..at least 1 of the kids will be coming, too. It's just weird.

the ban is just during class time, and there are pretty severe punishments (suspension) for breaking the rules but it hasn't been a problem.
If I need to get a message to my child there are plenty of other ways, I have messaging apps for all of their teachers and I can also send a message to their school laptop via the school district messaging. Hasn't been a problem, as soon as the bell rings they are allowed to look at their phones after school.
That said, I'm not a fan of the state forcing this kind of legislation onto school districts, I believe the local districts should be able to make the best decisions for their schools.
State of FL has also passed a law requiring high schools to start no earlier than 8:30, which has to be implemented by the 2026-27 school year. It's going to screw up everything, including after school sports schedules. I think its dumb because I'm pretty sure they are going to make elementary kids start early... luckily by then I'll be all out of elementary aged kids in my house.

It's the ham-handed government overreach that has taken the decision making out of local districts and parents. This is the issue. Let districts, schools, and parents police kids' usage, not politicians in the capitol building.
Keep being okay with your state government doing stuff like this and see what happens next.

And there’s zero reasonable doubt that phones in classrooms are a distraction to learning. All kinds of distractions to learning on magnitudes of order less distracting than smartphones are banned in classrooms already, and no one says a word. Should a kid be allowed to pull out a Nintendo switch in class and start playing, or a point and shoot camera and start taking a bunch of pics of themselves, or a typewriter and start typing letters to friends? Of course not. Should parents determine that too?

One reason could be that smartphones have been common for about 15 years now and at the district level, the policies are largely the same as when a kid brought their Nokia to school. Phones in class are as equally distracting in Little River as they are in Walhalla, so I could see the ubiquity of the issue being another reason.

Most teachers in Oconee and Pickens have specific rules for their classroom. Most have a "shoe hanger" on the wall for kids to put their phones in during class. Some have allowed them to use their phones quietly if they complete their work. As a sub, I have no way to know if they have done their assignments or not.
They can be disruptive, noisy and keeps students from their assigned work. Also, Seneca HS, in particular, has enforced a rule that the student has to leave their phone in the classroom if they go to the restroom. This policy was implemented because of videos being taken in the restrooms.
Oh, and if they can have them during a test, they can cheat to no end.
It's a chore that teacher fight and subs try to fight.
BTW, I have no problem with HS students using them during lunch or between classes, mainly because of some comments above.
