He makes SOME great plays, but more often is getting beat or getting flags thrown on him because he doesn't know how to turn back to the ball.

You do know the other team has scholarship athletes too right? If a db successfully defends 60% of the plays against him, that's a darn good player. In Tankersly's case, he is somewhere around 75%. And I think there is a likely NFL 1st round draft that would say he's not too big a liability. Is he Deon Sanders? No, but then who else has been?
