I don't think that statement is made from a moral standpoint

They are not justifying their steriod use as "OK", because everyone is doing it. They are stating that they have to use steroids to compete because everyone is doing it.

What's the official reasoning behind giving a 2-day notice

If the guy in the article is to be believed - that 2 days is enough to beat a test...then why give a notice?
