Saw a neighbor beating his wife last night.

I was walking my dog in front of their house about 10 pm (we had just gotten back from dinner). Then I heard a hard slap and saw it out the corner of my eye with the guy standing over his wife inside their terrance. He is/was a policeman what lives across the street from me.
My asked my wife what to do but she said nothing because this is Colombia and he might have a gun. I feel like ####.

I have no idea what he shoulda done. I had a similar incident with one of my neighbors in TN many years ago and we called the police. Of course that was in TN not south America. BTW he was a construction worker and one day on the job site fell down an elevator shaft; so, karma is gonna get ya.

And having seen the same, you did the best thing you could do. Just a mental notation. It’s always good to know the behaviors of those around you also. I had a store owner tell me once that he saw a lady get her purse snatched. I asked him what he did in response. He said nothing because I have to come back to my store and provide for my family every day and revenge can be deadly.

Sadly, I think this behavior is not uncommon in Colombia. I love the people here but that's a part of the culture that disgusts me.
He is a big dude and has a little "weight room club" in that little garage type area. I am 53 three and not a small guy either but I doubt I'd be able to stop him had it come to that.

One question.
Do they have children ?
This would change things and necessitate a heightened sense of urgency.
After notifying police ( Anonymously if need be ) ensure the police are made aware there are children present.
You may opt to notify your neighbors to be watchful of the couple ( particularly if they have children. )

When we get older, we do get a lot more cautious, but in my younger years there is no doubt I would have taken up for the women. There is never an excuse for a man to turn his anger on a woman, and I do mean never!!!

I’ll assume “Colombia” is a typo and you actually are in Columbia,SC. In SC domestic violence, which is what you witnessed, doesn’t require a complainant. The state/county/city can still prosecute IF the solicitor thinks it appropriate, even if the victim doesn’t want to. And you can make the call anonymously. I saw this sort of thing all the time but as an ER doc if we DIDNT report it the WE assumed liability.
On the other hand if this was in the South American country for your own good don't report it as this sort of thing is very prevalent in other cultures. Alternatively you can book your flight back, pack your bags and make your anonymous call right before you board.
Would not wish to be in this dilemma. Either way you’re going to have regrets.

He is in South America and unfortunately, calling 9-1-1 when the abuser is a cop or former cop, probably won’t yield the results it would here. But I have never been to Colombia, so I am guessing.

Keep your distance.
The best way to end up hurt, or dead is to butt into another couple's domestic dispute playing peace-maker. Ask yourself if you could handle that woman's police-husband on your own, if the law doesn't come to your rescue? Is it worth ending up seriously injured, or dead?

I would do alot of things. If he is still a cop I would contact the police chief and not dispatch. Contact the mayor and tell him about it and then say, "I am making a record of this because I don't want you or your police chief to ever say that you had no idea or were not warned after this cop kills his wife and then himself".
Home of the wife beater signs anonymously put in his yard.
"I beat women" bumper sitcker for his car.
Or for his cop car, "Don't call me if your husband beats you...I am not safe either".
If you are married, have your wife contact his wife and let her know that you two know. She does not have to put up with it.
