Doing it that way would actually be better for the players by giving them a highly competitive environment for their services.
They would have an opportunity to get numerous schools into a "bidding war" which could amount to significant increase in their "market value".

If CFB is no more than a business now, then you have to consider how to maximize profitability from every standpoint.

This would provide a tool the players themselves could manipulate for their own interests.

The players could have a "Reserve" for the bidding to protect their value.
But just think about it!!! It would be EPIC!

Recruting Coordinators from every college & university across the country either in the room or making on-line bids while on screen highlight videos are shown as each player walks out on the stage and pumps up the crowd... Dooood, we're talkin' MAJOR EVENT & MAXIMUM PAYOUT, no question!

off at one time in this country don't seem to have any problems with the NFL / NBA / MLB / NHL drafts.

Why do you think they would about a CFB draft?

That 1st level would essentially be the "semi-pro" league and the 2nd tier would remain more of what we considered "traditional" amateur CFB.
