While dead hall foul targeting by duke was not a first down for us?

While I also was confused by the duke call and have never seen that, a key difference is our duke call was on 4th down “after the turnover on downs”. There’s was on 3rd down. Still agree I’ve never seen that before

Personal foul happens after 4th down and change of possession.
