Clemson trustees approve four-lane Perimeter road
'Times are a-changin' in little ole Clemson. Clemson University trustees have approved a $21 million project to widen the entire Perimeter road to four lanes. already owns all the land it's already 4 lanes for half of the road, from 93 to Cherry Road there's no steep embankments along either side for the half that needs expanding.
I certainly agree with the plan to make it 4 lanes the whole way, I just don't understand the big figure. Maybe one of our Civil engineer Tigernetters can explain it.

Long time listener, first time caller. As a civil, I felt like I should respond.
I had the exact same thought as you reading this. Here is some quick math:
Length from Cherry to Hwy 76: Approx. 6,150'. At 24' total width added, that's 146,784 SF of pavement, or 16,309 SY. Even at $90/SY, that's $1,467,810. These are all just ballpark numbers.
Now, I get that they will have drainage infrastructure to install, utilities that will need relocating, etc. Not to mention "soft" costs of paying to design the thing (we say thank you), survey, geo, etc. But, another $19.5 million worth?? That's hard to imagine.
Here is the more pressing question I have, are we really going to get $21 million in return from this? The only time this would really be of benefit would be 7 Saturday's in the fall (and maybe move-in day). All other days of the year, this would be of no benefit.

Clemson has added 9,000 students since I was in school, and nearly all of these current students have cars on campus. Weekday traffic isn't as bad as football Saturdays, but the road project will improve daily traffic conditions. Hopefully they can also improve a couple of spots on Perimeter where bad wrecks have tied up late night football traffic several times in recent years.

He mentioned it was a “safety” issue. So the return you speak of probably deals with the worth of human lives, and those can be valued at a pretty penny.

My guess, without having a survey in front of me and doing some time in Lowry ... technically not a PE but end up doing this stuff...
I bet there are some underground utilities as well as some stormwater concerns. If Buried Util, then the cost go higher each time you dig lower. I think everything in that area is buried. In addition, just before Cherry, er east, the road is much higher than the adjacent land. There will be some major grading work. I bet, they are going to expand to the north of the centerline and that is where a lot of stuff/expense will come from.
Finally, cost estimates are sky-high right now, I was recently quoted something for a non-highway construction project that was assumed to be about 2-3 million (no ROW/LAq) and it came back 7+ on bids.
I am personally sad about the expansion as I think we need a mini-trail/streetcar that does Parameter .. ding, ding. We need to make the 39 caboose functional.

So, one only pays to put down the two new lanes? What about the existing road?
We won't repair/resurface the existing?
Of course, you can't just install the two new lanes against the existing, since the existing lanes "crown" on the yellow line for drainage. Hmmm . . . Looks as if we're really installing four lanes of new roadway, along with aprons, new guard rails, etc.
Gets a bit pricey real quick, don't it?

The stadium hasn't expanded really since 1983... it's more/less been at 81,500 for 38 years. Where is all the additional automobile traffic coming from?
What they need is a faster shuttle service to the Y-beach and Newspring lots after the game.

I am one of those Lowry CEs...
Just for some numbers...I recently had a two lane road job for only 750 feet come in between $500,000 - $1,000,000. It had no utilities and was in an open industrial park. So with the fees for utilities, engineering design (survey, geotechnical, inspections), resurfacing of the current lanes, and permit fees or mitigation concerns I would ballpark a low bid with contingency between $14-$16 million. But with prices skyrocketing they may have but in a huge contingency to get board approval for hopefully a MAX price.

lower end of cost. Drainage issues are minimal, utilities should not be a problem and there are no right away issues. The cost seems high to me, way high. At a stab I'd guess about $1000 per linear foot if I was giving someone a quick budget, and that would be on the high side.

Seems like a great place to jump in with my first post also.
Yes, cost seems high, but what jumped out at me is schedule. I get having to work around sporting events (well, at least football) and allowing for traffic flow for students, but 18 months?
And I feel better now that I'm a contributor. I've been freeloading (free-reading) for years, and am finally paying my way. Not proud of that, just being honest.

Tough to see $21m spent to expand Perimeter as countless talented faculty and staff are leaving for other jobs due to Clemson’s inability or unwillingness to match offers from competing universities and businesses.

.....a overpass or underpass to this project, allowing for unfettered pedestrian traffic from the baseball/softball/football facilities side of Perimeter to the West End Zone side of Perimeter. This would be a definite year round safety enhancement.
