They obviously misread the memo.

Actually, that's what they did. Their company policy was so easy to follow that even a camera man could do it. They have probably cut salaries by 20 million dollars by shifting some of the top earners to the SEC channel.

I suspect ESPiN demanded the SEC share some of the huge pay checks that their hype had brought to the SEC.
