Because the scouts are Leghumpers, Florida Alum, and SEC Homers. There are not any recruiting scouts located in SC or it was that way until recently. Chad Simmons is a recruiting scout and a major Leghumper.

They down vote Clemson cruits to make their teams bump up. If you look at heavy UGA leans they will be very high, once they commit to Clemson they fall. Just like Brown this year, just like Fields jumping TLaw, etc.
