Someone how explain the ACCT works, please?

Basically I lost track of how it works. I thought it was top 12 teams, top 4 get a bye but during the SMU game they spoke of double byes. Currently:
There are only 7 teams that have .500+ record in ACC play.
There are only 9/18 teams that have .500+ overall.

only the bottom 3 teams don't go. 15 teams in ACCT. Tuesday games for bottom teams, winners play teams ahead who got 1 day byes on Wednesday, top 4 teams get double byes to play on Thursday.

Cant remember exactly, but the top 4 get double byes. The next 4 get a single bye. I think the bottom 4 teams in the league dont make the tourney.

18 teams are in the ACC now. The bottom 3 teams get left out of the ACCT.
The top 4 teams get a double bye and don't play until quarterfinal Thursday. 5-9 get a bye. 10-15 play in the first round.

The Tigers have already pretty much clinched a 3rd place double bye over Wake Forest and SMU with the head-to-head wins. One more win should clinch it.

Why 15 teams? Why not drop the bottom two, make 16 seeds and add a 4th game on the first day. Seems like a typical plan the ACC would come up with, like the old pool play for baseball they finally did away with.
