This has been in the rules the last couple of years to keep defensive lineman from undercutting offensive line. The same rule that applies for offensive lineman with undercut blocks.

Yes, the penalty if a chop block occurs, because they are intentional, should be sit out 4 quarters. The booth should be able to call this one and targeting too.
