Are they retiring the numbers? Or are they just honoring those players with their jerseys in the rafters?

Just the players with their jerseys.
In other words, #34 can still be worn by a future player, even though #34 was previously worn by Dale Davis and Sharone Wright.

My understanding is that another Dale Davis or Sharone Wright could wear #34 since they aren’t the same ones that are being honored by the jersey in the rafters.
If the second Dale Davis or Sharone Wright ends up being a Clemson great, I suppose they would have to add the years played at Clemson to distinguish them!

Probably just the inaugural group. Probably had to be a first or second team All-ACC player. Some players way deserving though.

For those who are not older than dirt like me, those two were starters my freshman year of 1972. We were, to put it mildly, not very competitive in the ACC in basketball that year. "Local Legend" Wayne Croft from Bamberg_Ehrhardt was a freshman that year, and was totally lost. He did eventually build himself into a serviceable player by his senior year.
Tree Rollins and the rest of the first wave of Tates Lockes "bought" players arrived my sophomore year, and things immediately got a whole lot better on the court.

Those classes may never be topped here. Tree in 1973, Skip Wise, Stan Rome, and Colon Abraham in 1974. I think Jimmy Howell and Dave Brown were in there as well

Blossomgame and McIntyre in this inaugural group. McIntyre, Mahaffey, and Vincent Hamilton would defintely be in next years group for me, and I would have to raise KJ McDaniels jersey before Blossomgames... But there are quite a few more that should get consideration in future years; Wil Solomon, KC Rivers, Cliff Hammonds, Grayson Marshall, Stan Rome, Skip Wise...
Just my thoughts...

and nobody asks about you having a degree as a professional athlete or alum, so, if your athletic accomplishments are worthy of consideration, then those accomplishments and good citizenship should be the only requirements.
Graduation very well may be a requirement for post-collegiate athletic honors (and I know they are in a lot of cases), but it doesn't have to be, because the degree only serves a specific purpose and there are no degrees for playing any sport. You do not have to complete an UG degree to attend law school, so why penalize an elite athlete of athletic honors because they did not complete the UG degree?
Sammy Watkins and Makenzie Alexander are just as revered as Clemson alum as Tahj Boyd and Eric McClain... nobody calls out the difference in those guys when discussing their time at Clemson and don't give Sammy and Mack any less love because they haven't completed their degrees...
