Colleges cannot institute a limitation tegarding acceptance of transfers for student athletes that differ from the school’s transfer rules for non-student athletes.
Period.
Anything else is discriminatory, and thus not legal.

Then add languages to the NIL deals unilaterally that says that the student forfeits any money and pays a percentage of the money already paid if they leave the university. Then like any other student, if you owe a debt to the university, they will not send transcripts. No transcript, no entry anywhere. All schools would have to do it, but it would stop the transfer madness I think. Should fall maybe under contract law?

2. NIL deals can't be directly tied to a specific school, according to one of the few surviving NCAA rules about transfers. Ergo, that also prevents the school from withholding transcripts.
Revenue sharing is likely going to be delayed due to both the DofEd Title IX issue, and the DoJ memo that the House case settlement is problematic due to the issues with the NIL clause and giving a third part the right to interfere with NIL deals.
The DoJ memo basically says that under current law, the NIL clause in the House case settlement is illegal, because it gives a third party (the NCAA) the right to regulate and interfere with private NIL deals to which they are not a party.
Gonna be a looooong summer while this gets sorted out.

Preventing it is a third (or 4th) party interference in the athletes right to make money.
That is a clear Sherman Antitrust Act violation.
If the transfer crosses state lines, it also violates true interstate Commerce Act.

Would have made it much harder for the courts to interfere because they would have a hard time justifying their jurisdiction. They should leave academic matters up to the schools.

Of course, every time the NCAA tries to enforce a rule, someone runs to court and the courts say "Nope, you can't limit that."
At some point, someone will sue to get 4 strikes in baseball and make tackling in football illegal and courts will say "Well, your rules are arbitrary, capricious and discriminatory, so you will not be allowed to make or enforce those rules anymore."

There's a big difference between in field/on court competition management, which is purely athletic, and transfer rules, which include academics.
Ditto for the differences between competition management and NIL.
Another ditto for the difference between competition management and not counting non NCAA junior college against NCAA eligibility.

....the transfer player, then schools will continue to sign the player.
If no one would sign the player, the player would be far less likely to leave.
Example of a rule that could work. (I'm not suggesting it is the best rule or even a good rule. Just giving it as an example.)
When a player is signed to a school he counts as a scholarship for that school (1 of the 105 allocated) for the next 5 years.
That would discourage a school from signing a player who only has 1 or 2 years of eligibility left, don't you think?
