Actually...not really. This is one of those odd modern urban legends you hear repeated everywhere for whatever reason but isn't actually true. Rare Earths are not actually rare at all..what they really are is inconvenient.
They're present in the tailings of iron, copper, and gold mining, and in phosphate rocks and uranium ore. You can also get a lot of it from the monazite sands they process for titanium, thorium, and zirconium in South Africa and Brazil.
The stuff is actually everywhere. The problem is it tends to be locked up in other stuff...and getting it out is dirty, high-energy, and environmentally toxic as he!!. Which is why we've been content to let China do the heavy lifting since they don't care sh!t about fouling their own nest as long as it makes money, and since they're free to poison and toxify away and produce it mostly in fringe regions like Inner Mongolia and Sichuan (which is heavily Nepalese) because eff those guys anyway. (China is not the monolith we perceive!) So they can do it a lot cheaper than we can Stateside...and we duly let them.
We could get all we needed from this hemisphere or even better Australia since they have endless tailings and a huge empty desert, and within probably ten or twelve months. We just don't wanna right now.

Used to be called the US Bureau of Mines, but Clinton rebranded it NETL. Mining technology, but also a lot of work on uses for coal (gasification, liquefaction), especially under Bush, then later some work on fuel cells, carbon sequestration, etc. CDC/NIOSH are in s separate department (HHS vs DOE) and were in charge of mine inspections and such (their data for powder explosions is sort of the standard). They haven't hit the contractors yet, but it's coming.

It was a nice little campus; haven't been there in a long time, but they were starting a couple of new buildings last time I was there. I was just reading on bauxite and read that none of the US bauxite goes into aluminum anymore, but into ceramics and abrasives mainly. That's why the Canada tariffs were so devastating to Alcoa.

This was probably another thing like Mexico paying for our wall. He realized it's not going to happen. Same as his peace in the Middle East, Russia and Ukraine ending the war in 1 day after taking office, acquiring Greenland, defeating the cartels, and Canada becoming the 51st state.
