Ignore Clowney and Jay-Z Talk

From what Ive researched our dream won't come true of Clowney getting suspended for something like this. Jay-Z is not an official Agent. He has people that run the Company that are but he is not certified. Clowney and Him can talk because he is not certified

exactly, clowney will get to play on a handful of downs in the 4th quarter in close games despite all this nonsense.

Has nothing to do with it. College players can speak to agents. They can't receive benefits or agree to representation, present or future. Agent rules extend to runners and JayZ would most certainly be viewed as a runner for the agency he owns - whether he is a licensed agent or not. And JayZ could be violating NFL rules because he isn't licensed.

merely speaking to an agent is NOT an NCAA violation.

Jay-Z not being a certified agent yet recruiting players is a violation of an NFL policy.

Just like Clowney would have been accepted to any school in the nation, including Clemson, despite his grades, he will be playing college football this season. Only an injury will change that.

but talking to an agent or a runner is not a violation unless he's being provided benefits, or has come to a contractual agreement (verbal or on paper) to represent him.

It would be really hard to prove whether or not Clowney promised to join Roc Nation unless there's evidence that he's been receiving benefits.
