What likely happened was Trump finally got around to talking to Trudeau, who was perplexed at Trump's belligerent actions. Trudeau reminded him Canada had already published a plan addressing every concern Trump alleged to have (BEFORE TRUMP EVEN TOOK OFFICE), at which point Trump realized he is an idiot, then spun everything as some concession to his tariffs, when it wasn't that at all. It was a plan they already had published, that Trump was no doubt ignorant of, because he's surrounded by yes men. I would hope this is not the situation, but I expect it is.
Maybe next time, before starting a trade war, he will pick up a phone.
Almost forgot, the spin.......

I don't like how he handled Canada.
I think - pure speculation here - he's got the redass at Trudeau in general, and is being a little whiny bitchbully.
Either way, hopefully he settles this and we move forward. I personally don't have issues with Canada from a trade perspective. I think they're a buncha absolutepussies, but that doesn't give me (us) the right to impose our ideologies on them.
For the tinfoil hatters - what if he already knew this and this was just market manipulation?

When I was a bright eyed MBA student, I had a GRA with the school’s institute dedicated to economic development in the state. This was during Clinton’s second term, and one of the economists had a caricature of the President on the wall.
It was Clinton admiring sunrise and saying “Wow. I am so good”.
Hadn’t thought of that caricature or the GRA in years. I’m getting old.

In CA in '76, they didn't require price stickers on trucks and vans... I always bumped the price 2-3 grand before "giving my big discount".
Commissions are all about the gross.
Of course, I was only 18 and the legal age to sell autos was 21... but they liked "The Kid" and the sales.

It's going to be like this. Trump swings for the fences, gets home run or strikes out. Someone who like the general direction, blood pressure will be fine. One who hates trump and opens the browser to find the latest thing he said will live at 30,000 ft.
Playing golf in about 2018. My cart mate's phone buzzed. The text from his son started, "Did you hear what Trump just said?" Those two stayed mad all the time.

Yes, the border security plan they announced in December was likely intended to appease Trump. The question is why Trump felt the need to play chicken with tariffs when he had already gotten what he supposedly wanted from Canada. He just wants to look like a tough guy to his supporters.

When faced with being wrong he doubles down, that's part of the playbook he learned from Roy Cohn. More likely Trudeau told Trump he'd do everything that he'd already agreed to in December without mentioning the fact he'd already agreed to do it. And Trump jumped at the chance because he saw how the markets were reacting and he got spooked.
You play Trump's laziness and ignorance, you can't win by shaming him because he can't be shamed. This also leads him to be easily manipulated by the last person who talks to him which we also saw when he finally talked with the Mexican President and Trudeau. They played him like a fiddle.
