What keeps teams from doing that all the time? Rarely is the 2nd field goal try made anyway, especially if it's from a long distance.

I think it is because it was a dead ball penalty before the snap. I do agree that they should have been given the option to decline or it be called a unsportsmanlike penalty for 15 yards.
