We all know nfl contracts (but not endorsements in most cases), and most college players play for state sponsored schools with state employees who are offering, administering, directing where the funds go. Can a freedom of info request be used to find out? The answer is probably not, but there is so much grey, I don’t know what’s possible. Sure would like to know what we offer players even though most think we don’t…and, yes, I know what coach says…

NOPE
Its a contract between private parties. They can choose to disclose if they want but we have no right to know. I can't FOIA your salary.

Not so fast ...You can FOIA a state employees salary. This the question becomes in this era of college football are student athletes going to eventually become "contractors" aka employees of the state.

You are totally correct. I assumed OP wasnt a government employee, he/she totally could be.
But until the status of players or collectives change, we cannot FOIA them. Players becoming employees, FT, PT or Gig employees is a whole other kettle of fish that I am not sure even the players understand or would want.

I was a public employee most of my working career. I was in the Navy for 8.5 years. My salary was public record. I knew what everyone else was making and they knew what I was making. I was a faculty member of a public community college. My salary was public record. It should have been. Taxpayers were paying my salary.
We should know how much tuition, books, room and board are for the athletes.
But, NIL deals are not paid for with tax dollars.
When athletes become employees of the university, then we should know (and we will) how much the university is paying them. But, other income they receive should not be public record.
How much money does State Farm pay Patrick Mahomes? How much money does Srixon pay Lucas Glover to use their clubs and put their name on his hat? It's none of my business.

public institution is handling it, do we have the right to, maybe not know an individual's contract, but the entire outlay that the public institution handles? We can find out all sorts of details of public/private partnerships for construction projects. Kind of the same thing in my book...

Thats the rub, the instition isnt handling it. They can be involved from a facilitation standpoint to make opportunities known to players, but in the end the NIL $$$ isn't running through their P&L so they cant disclose it.
NOW, when rev share (sep from NIL) happens where the school is paying it stands to reason we could know. It is an interesting thought
But that's not where the big bucks really come from.

NO. Once it is revenue share sure. Should have been set up right the first time with standard salaries. This crap we have brings jock sniffers back into locker room and makes coaches beholding. It also breeds resentment among the team. 100% think if coaches’ salary pool is X$ - staff all of them then let’s use X to distribute to players. We are about 20 mil with our staff? Split that among 135 on our team. Pay out of revenue distribution.

Revenue sharing and NIL are two distinctly different things.
Revenue sharing won't give anyone the right to pry into NIL deals.
