The original "bipartisan CR Bill" was put together in secret by the few loyal chosen ones of the "bipartisan" political Oligarchy that runs roughshod over everyone else in Congress. What the oligarch puts in the bill is unknown to the vast majority of Congress, ignores and bypasses the committee process, in most cases bypasses the amendment process, and instead is only released when there is no time to actually debate or actually read the d.amned things before a "must pass vote" is demanded by the Party bosses.
So no... this oligarchy directed "bipartisan" omnibus spending bill process isn't really "bipartisan" at all. It's concentrating power in the hands of a few lifelong, powerful politicos at the expense of the majority in Congress as being nothing more than silent pawns who are there to vote in the way they, the Party bosses, direct - not the people who actually sent them to Congress. When 90% or more of our Reps are completely in the dark as to what is in the bill until it is released at the last hour to then be sternly instructed that they must vote for it - that certainly doesn't speak of real bipartisanship or "democratic" governance. Instead it is the execution of concentrated raw power by the few at the expense of a real representative governance of the people.
