it's not the reflection of the water/ocean. it's a process called "scattering". i wondered this, too.. but a quick google search says: "The sky appears blue to the human eye as the short waves of blue light are scattered more than the other colours in the spectrum, making the blue light more visible."

The sky is blue because of the scattering of the rays from
the sun.All the colors of the rainbow but blue getting the most.
