My Dad died from fault molasses. It was either that or cancer. I forget. It was probably molasses. We need the government funding that.

That's about 12 to 15 MY, if it was only people. It is for testing, though. The testing is to verify and validate the inspection process. "Verify" means that the inspection process is performed as written and intended. "Validate" means that the inspection process returns valid results.

6 Secretary shall use $3,000,000 to carry out regular testing
7 for the purposes of verifying and validating the method-
8 ology and protocols of the inspection of molasses at any
9 United States ports of entry, including whether the molas-
10 ses meets each statutory requirement without the use of
11 additives or blending, relevant definitional explanatory
12 notes, and each property typical of molasses in the United
13 States as directed in Senate Report 118–193: Provided

If you dig, you will find funding for all kinds of food inspection in other bills. It's easy to find things that don't make sense if you aren't working with adequate information.

Here's the source, SR 118-193

Sugar Inspection.--The Committee is concerned about
possible circumvention with respect to imported molasses and
certain northern border ports of entry. Therefore, the
Committee directs AMS to carry out testing to verify and
validate the methodology and protocols of the inspection of all
imported molasses at these northern border ports of entry, or
other ports as appropriate, including whether the molasses
meets each statutory requirement without the use of additives
or blending, relevant definitional explanatory notes, and each
property typical of molasses in the United States. The
Committee includes $1,000,000 for this effort and directs AMS
to brief the Committee within 60 days of enactment of this act
on this effort, to include an evaluation of whether the method
of processing actually employed to produce the inbound product
does practicably yield molasses, whether the volume of raw cane
sugar available and utilized to produce the inbound product is
sufficient to have practicably yielded the volume of product
sought to be imported if the product met all of the
requirements, and whether the inbound product is intended to be
marketed and sold in the United States in the condition in
which it is classified for entry.

Contamination in food products can occur from the soil, to agricultural techniques, to manufacturing process, to microbiological spoilage etc. Testing of food products is a critical component of consumer safety.

It would seem that people with college education in science would have some understanding of food safety especially when related to imported agricultural and food products.

He sees anything spent by on something else as money not going in his pocket. After Tesla and most his wealth was built off government through subsidies, grants, and tax credits, he wants to cut the tax credits to hurt their competitors.
