I'm not making excuses for it. However, they would call a penalty every play because of how much they let players get away with these days. It's a lot like traveling in basketball. They've called it so little because it happens so frequently.

They travel/interfere/hold so frequently because it's so rarely called. If they made it clear they were cracking down and started calling it every time, it would go down in a hurry.

I agree. But they don't and it doesn't appear they ever will. That's why people say play across all sports has gotten worse. It's so much easier to play these days because of how much you can get away with.
