They are only able to have those restrictions because they were granted anti-trust status by Congress. College football has no such exemption.

While MLB teams can theoretically spend as much as they want, the luxury tax charges teams with high payrolls a considerable amount of money, which incentivizes teams to keep their payrolls below that $237 million level in 2024. The tax is pretty steep (e.g., 30% on the first $20 million over, 42% on the next $20 million, 75% on the third $20 million, and 90% on any amount over $237million.
