I have always wondered about the same question. Why does Georgia have so many more five star recruits than South Carolina. When I talk to people in the know, it always comes down to the same factor. Better coaching, which comes from better support of the athletic programs in general.
Even the poor counties in Georgia have better coaching and better support.
It’s not just a matter of a bigger population. Georgia has better coaching and a better culture for producing higher quality recruits.

Due to double the population and a Major Metro area (Atlanta), Georgia has always had more. However, 15 years ago, the State of SC produced quite a bit more highly rated Recruits!

Why does Georgia have some many top recruits and South Carolina has so few ?
GA has 9 million plus and SC approx. 5 million. GA is 50% non-Hispanic White. SC is approx. 65% non-Hispanic White. GA skews younger with more women in child-bearing years. GA has larger high schools and higher levels of competition.

IMO, over the years, Georgia combining the schools into a County School system means larger schools, larger budgets, and better coaching has developed a high level of athlete competition, thus, better players. Back in the day Toccoa HS was no better than any 2A or 3A school in SC but when they combined to make Stevens County in 1971, they got a lot better after that.
But I don't care who you are, 197 tackles as a sophomore is going to get everyone's attention.
