I guess it should be noted that 75% of the teams that didn't use the transfer portal are currently ranked. While only 16% of the teams that did use the portal are currently in the top 25.

Its even more so than it seems, given that the service academies CANNOT use the portal.
There are lots of meaningless facts. The OP here is one such.

Are you sure your numbers are correct? According to SECESPN only 4 teams did not use the portal. Clemson Army Navy Airforce That means of the top 25 only 3 did not use the portal. Even BYU used the portal to bring in a Jewish QB and he's tearing it up.

You have to have a congressional or senatorial appointment to get into a service academy.

What does that have to do with anything? That’s a formality. It’s super easy and takes couple of days.

There are limits in the number of appointments.
Every incoming student has to start as a freshman.
Any discussion of the service academies in a transfer portal discussion is acred herring logical fallacy.

Formality?
I'm not sure about cpngressional appointments, but senators get 2 appointments to each service academy. The requirement is a high grade on the Civil Service exam.
I took the exam in late summer in hopes of an appointment through Sen. Strom Thurmond to either West Point or Naval Academy. He responded with the explanation of having already awarded his sots in those two schools, but offered an appointment to the U.S. Merchant Marine Academy in King's Point, NY. I did not accept it because the service requirement for the merchant marines was more onerous than that of either West Point or Naval Academy.
So, I chose Clemson and was not disappointed.
But..... Although the accomplishment of an appointment is "formal", I don't consider any of those appointments a "formality".....

Sounds clear to me since 3 of the 4 teams that didn't use the portal, Clemson, Army, and Navy are ranked.
And you know it's an ESecPN agenda item when they show the same graphic during each Clemson game showing Dabo blocking the Clemson door and all the transfers entering the other door going to the rest of the ACC schools. Why don't they add how many offers Dabo put out that weren't accepted?

The stat is correct. 3 out of the 4 teams who don’t use the portal are ranked. That is 75%. The comment was 75% of the teams that don’t use the portal are ranked. It is another example of how data can be manipulated to support any point of view. But I do like this one.
